All nuclear weapons make a distinctive double-flash (one brief one, one much longer. Similarly, if micro-nukes were used, there would have been a small EMP discharge. Thirdly, ground-level nuclear explosions create a unique substance called Trinitite, essentially a fused radioactive glass. None of these three essentials were found at Ground Zero.
Honestly, of all the conspiracy theories I've heard, this is the lamest.

Ugh. How come all these guys think that radiation is the only source of cancer? I mean cigarettes cause lots of cancer. There are lots of burning things that are carcinogenic. Heck, most burning things are carcinogenic. So people who were exposed to the burning WTCs would be expected to get more cancer. No radioactives are required.

Fun fact: This requires them to be 'lit' by a small fission nuke.

However, there is quite a plausible explanation for the cancer, after all there are quite a few harmful substances present in building materials, and when inhaled as fine airborne particles could be expected to cause quite a few negative effects.
