Now I might not be the most versed myself in your buisness laws in US, yet most EU states would not give your explanation a time of day and this is precisely why: Both mr. Duggar and in fact any other person regardles of their sexual orientaton, identity, religious belief or indeed crime record(as long as free or on parole) is supposed to be an equal citizen under the auspices of the law and until such time as he or she breaks it, as a buisness owner or a service provider, IT IS YOUR DUTY TO SERVE THEM AS A PATRON OR A CLIENT IF YOU WILL.
So there, take your god out of equation here and should you ever wish to argue for ms. Davis`s case, remember that such is the STATED role of the government officials, as to never give their religious convictions a time, while on their duty and if this means leaving their christianity at the clerc`s office door, SO BE IT(As a Therianist I consider abrahamics worse than you would a Morgenstern`s disciple, a filth to be dealt with, a traitors and usurpers to our great species and a scourge upon the one thing I shall forever find holy: Science).
I am also a programmer and an IT engineer and as long as your projects paramethers would not infringe upon the law of the land, I will take even the most offensive task upon me and believe me, you fucks are quite offensive to me.
In fact ms. Davis knew full well her responsibilities and should she feel ill disposed by her faith to fullfil them, she could`ve resigned at any time before the incidents of her own making.
