I always thought that's how women normally walk on account of having wider hips. It is theoretically possible that JDS is overwhelmed by all those women and girls trying to seduce him for unfathomable reasons, but it's more likely that this is just an instance of him being disturbed by yet another beautiful thing.

Women's hips are wide enough that if they didn't swing their hips as their weight shifted from one foot to another, their center of mass would be far enough away from the centerline of their body to disrupt their balance.
