I'm curious if this (the filing charges, not the prostitution rings) has been a real issue. Leaving aside that you'd have to prove the kids should be charged as adults (not impossible but difficult), sticking them in front of a jury is just going to result in acquittals everywhere. Huge waste of prosecutors' time. Or it could just be the CA legislature being, well, California.

I followed this story, the whole point was the practice of charging adult hookers and letting the 'johns' go had been practiced with child sex slaves in the same manner. They actually had to enter this into the books to MAKE the police do the right thing, arrest the pimps and users and find the kids social help.
And this does stem right back to that Christian belief that the Women and girls are temptresses and are to be punished for leading the men astray.
