Skimming the article, it's like DarkEvilMe said; it doesn't sound like "incels" would qualify for this proposed program, 2007482.
And had the whiny manbaby commenting on it actually read the article before pulling a knee-jerk reaction and spewing forth puerile "manosphere" and "alt-right" insults, he would have seen that.
Germany
When dealing with goings-on in Germany, it's perhaps best to read the German press and not the British press falsely quoting the German press. This is what I did.
Apparently this was a suggestion by one Green party member which hit the yellow press in Germany and was picked up in the UK, but was otherwise pretty much ignored. The suggestion was that physically disables persons should be able to get some sexual release on health insurance, e.g. a hand job for a paralyzed guy. Nothing more.
By the way, this already exists in Holland.
I get the feeling that these creeps are only satisfied if their fulfilled desires involve non-consent and misery to the female party. A willing prostitute or a non-living/feeling fembot just doesn't have the same punch of domination and sick sadism.

Incels consider not getting laid a crippling disability and if that doesn't qualify them are just insane and self-harming enough to give themselves a spinal injury to get in on that. Depending how awful a person the one considering such an idea (either incel or commenter) is it's possible to call that a win-win.
Though I guess it's a moot point, considering the truth behind the story.
"Incels" have already established that they're "desperate" enough that they would resort to necrophilia and bestiality, it really shouldn't be surprising that they would cripple themselves to get in on a proposed program.
