Anyway, excuse me for not accepting your infantile and hysterical false dichotomy of "accept my particular piece of legislation or children will die". Well I pick C. Or D. Or whatever.
I mean if you really wanted to, you could just a pass a law that says doctors/hospitals have to treat every child that comes through their door and bill the parents later including non-emergency care.
You could make a law that allows vouchers or near unconditional access to medical loans (and let's even say, if you can't pay it back your debt is forgiven after a while and they're not allowed to foreclose your primary home or your car).
You could even create a universal healthcare system limited to children. Then again that's the VA is (universal healthcare for vets) and vets avoid it. Gee I wonder why?

Just a thought here: What happens when every low/0 income person in America signs up for it?
The way this system is funded elsewhere is people pay x% of their income to the state and the state gives them healthcare (not necessarily top quality by the way). This will be very very appealing to someone with almost no income since a percentage of something small is REALLY small.
Would you actually be required to be a resident of California and even so, how would this stop the lowest income earners from all moving en mass to California while the medium to high income earners leave or at least legally change their residence because they don't want to pay for both state run healthcare AND their private healthcare plan which is almost certainly better than what the state can possibly offer?
Also would there be any system in place so people who aren't even in the country legally can't abuse it? You can't have both welfare and open borders. The system will be burdened too much.
