No it's not. Juche emphasises self-reliance. It's not exceptionalism, it's survival. They have to be strict because they are under siege from a violent, genocidal imperialist military who will absolutely do anything to destroy them. The US has used infiltration, sabotage, and assassinations in multiple communist countries in the recent past, there is every reason to suspect that they will attempt to do so again.

Defensive collective isn't enough when you're a tiny half of a peninsula with 15% arable land and so many sanctions you can't even trade with countries who traditionally used to be your allies. There's a reason why DPRK stands today.
