Also, it was a single ISP in Australia, not the Australian government.

Can't say for sure, but I imagine they most likely just did a block on the IP addresses associated with the sites. Now the sites aren't reachable, normally, but a VPN would get around that easily, as long as the VPN server one connected to wasn't also using Telstra's Nnternet service.
