OK, I know I'm sailing close to the Godwin when I present this lesson from history, but here we go:

During the Second World War, if a German soldier was found dead in Occupied Europe the local commander would as likely as not round up ten local men at random and threaten to shoot them if the killer didn't give himself up. Sometimes the men were simply shot straightaway, in retaliation.

Remind me, please, whether or not that stopped the resistance movements in France, Norway, Denmark, Belgium, the Netherlands, Greece, Yugoslavia, Czechoslovakia, Poland...

Well, "jason", I would consult some experts on that field first.

Not too long ago, Afghanistan was occupied by another army in another war. From time to time, they killed 10 enemy insurgents as retaliation for each killed own soldier.

Before applying such drastic measures, you should first ask the Russians how well this turned out. They entered Afghanistan in 1979 with high hopes to leave after six months ... and they had to withdraw 10 years later, utterly defeated and demoralized.
