Judging from the name, I'd guess that Ruslan is probably Kyrgyz. Kyrgyzstan, last I heard, is a horrible, backwards, ultra-patriarchal misogynist shit-hole that is barely (if at all) better than Afghanistan when it comes to women's rights, so it makes sense that a Kyrgyz would say something like this.
