We can do both: share the Gospel AND work to eliminate social evils. Slavery was abolished by force and law in the US, by law in the UK. The Nazi Holocaust against the Jews was abolished by pure unyielding force.
Murder, rape, burglary, and many other crimes are all legislated illegalities, and the law is a powerful teacher. When abortion was illegal, abortion was rare - and highly shameful, to the point were a woman who had one was (correctly) shunned. Same thing, before no-fault divorce, when divorce was rare. Share the Gospel, yes, AND protect the vulnerable, thus fulfilling Jesus' Second Commandment.
"For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended. For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer. Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience." -- Romans 13:3-5
