It would better be:
“Is this a true or a false statement: ‘Evolution is False’ ?”
And that would be false.
Because evolution as just a word is a fact. Mickey Mouse evolved, computers evolved, cars evolved.
Maybe you MEAN
“Is this a true or a false statement: ‘The Theory of Evolution is False’ ?”
Which is also false, but for different reasons.
