Uganda's ethics and integrity minister says miniskirts should be banned - because women wearing them distract drivers and cause traffic accidents.
Nsaba Buturo told journalists in Kampala that wearing a miniskirt was like walking naked in the streets.
"What's wrong with a miniskirt? You can cause an accident because some of our people are weak mentally," he said.

In that case you should probably ban shiny objects, pretty faces, cartoon characters, loud noises, billboards in general, and just plain ban people with ADD from getting their license.
You could care less about distractions and traffic, and you know it. This has nothing to do with it.
Maybe they should ban men from steering a car instead.
If men are banned to the co-driver seats and areforced to lettheir women do the driving they can see as much women in miniskirts as they want, without causing an accident ;)
Or you should introduce an additional test for men wanting to get the driving licence:
A driving simulator session where they are in a complicated traffic situation when suddenly a woman in a miniskirt appears. If they get distracted by this, they are obviously not fit to drive a car ;)

a few years ago i was walking down main street with my 2 foot high mohawk, studded leather vest, etc, with my friend who had green and orange hair and skintight plaid pants.
anyway, this dumb bitch was too busy staring at us to notice that a pickup was stopped in front of her. she TOTALLED her car.
so yeah, i can see where this guy is coming from. banning miniskirts/mohawks is completely the wrong solution though. he should implement a mandatory dress code. all men should wear liderhosen and all women should wear moomoos. violators would be drawn and quartered. no exceptions.

Meanwhile, the rest of us possess something called Self Control. It's a great concept. It means you don't cause accidents or end up in jail. Y'know, taking responsibility for your own actions, and all that jazz.

Gigantic asshole. People like him should be publicly mocked, not allowed to make policy.
It's ridiculous of course, but the one positive is that Uganda must have come a long way from the madness of the Idi Amin days if they've got nothing more important than this to worry about.
I can also add that the only Ugandan woman I've ever met had a body that could stir the dead - and that was while she was wearning jeans. I'd not blame anybody for driving off the road if they saw her in a mini skirt. Everytime some crackerhead fundie makes a noise about how people should marry within their own "race" I remember her - and her very lucky white husband.
Are they also going to force men to wear shirts? A bare male chest might distract drivers too, ya know.
After all; having a bare chest IS walking around half naked.
Maybe Uganda should focus on the problem of the weak mentality instead? In other countries people manage to drive without accidents even when people in bikinis walk by. Maybe that's why; when you're accustomed to seeing bare flesh, it's not particularly shocking or interesting. If you never get to see so much as an ankle, you're bound to panic at the sudden sight of a knee.
Because women sightings are statistically the major cause of death everywhere. That's why the Taliban forces women to cover again in Afhanistan. Sarcasm aside, perhaps your problem is that you've not seen enough women, so you're crazy when you do. That's not the women's problem, is it? Then why impose such control over them? I think that your motivations are different than you admit and that your excuse is a false justification.
