This reminds me exactly of the Ukraine under Stalin in the early 1930s. The Ukraine is the breadbasket of eastern Europe. Tremendous farming and wheat production was centered in the Ukraine. Under Lenin, and then Stalin, all farms and food production were seized and controlled by the state. The Soviets hated the Ukrainians and wanted them all dead.

Hey dumbass! They said that nobody would be punished for failing to comply because the website was a mess. But now it's fixed and things are running smoothly.

I'm not much for conspiracy theories, but I wouldn't be surprised if a Republican programmer was discovered behind some of the initial difficulties. Not to mention that Red states have dug in their heels and refused to take part in a timely manner, leaving the people of their state with half the options of those in states that have taken part.
A lot of the problems have been dealt with, people are signing up by the thousands. People want health care, and the only way to afford it in this country is if you're super rich, or insured.
These people don't seem to understand that their own conservative heroes are the ones fucking things up right now. So the site didn't launch smoothly. Name a national online campaign that never had a glitch.
Many of the glitches on the website seemed to be fixed now, so I guess the evil decree has been averted. Never mind, Ann, there'll be another moral panic along in a minute.

Collectivisation in the Soviet Union does not happen until the Stalin period, NOT under Lenin. I believe Lenin signed a decree giving the land to the peasants. They did requisition food from the peasantry in the Civil War but Lenin later made concessions to the peasantry in 1921 with the New Economic Policy. Even Stalin was forced into some concessions for the peasantry with the re-introduction in 1932(?) of private plots alongside the collective farms and the existence of private plot markets.
Actually, I didn't have any problems with the healthcare.gov site when I signed up 2 weeks ago. Saved a metric assload of $$$.
To the extent that the site had problems, I would not be surprised to learn that some leftover Bush era appointees were involved.
Alternatively it could be because of:
1. The builders of the website did not know how many states would have their own sites vs. how many would just rely on the Federal exchange until earlier this year, hence, they didn't know how many and what type of users they needed to build the site for.
2. The f'ed up and Byzantine Federal appropriations process.
3. Poor communication about the nature of the website to the public leading to people browsing on the site who didn't need to, as well as journalists, and curiosity seekers overloading their already undersized capacity.

Compliance isn't "impossible." The Affordable Care Act requires you to buy insurance. It does not require you to buy it from a government Website, though you must if you're eligible for subsidies.
You're free to "comply" by simply calling an insurance company and purchasing a policy from them directly.
You don't have to used the website to sign up douche bag.
And the only punishment will be a modest fine taken out of your tax returns.

A big, complicated computer system doesn't work perfectly at the first try and takes a while to get the bugs out? Wow, color me surprised! Must be sabotage.
Of course, now that the system seems to be working OK, I guess we'll have to find some other Obamacare issue to moan and groan about.
I was under the impression that after the initial omnishambles (to which any huge system is prone in their inception), the affordable care website was buck up and running more or less as it should be now.
