Of course, this being Ron Paul, he won't ban contraception or abortion, he'll just let the States have the power to do it themselves. Banning it himself using the Federal government would be authoritarian, see. But States? Naw, that's just peachy.
Actually I just found the article referred to. If you actually read it, you would see that:
a.) Nowhere in the article do the Guttmacher Institute "purport to be surprised" at the increase in sexual activity amongst teenagers.
b.) Sexual activity has actually gone down amongst teenagers since the 80s, which is at least partly due to organisations like the Guttmacher Institute, who actually seek to educate young people about sex, including its consequences.
c.) Ron Paul is a cretin.
Thinking about sex beforehand, to the point where you actually consider the risk of STDs, AIDS, and the wisdom of using condoms probably results in fewer sexual encounters.

Sex between spouses is not always safe. Diseases can still be transmitted and injuries can occur.
STD and teen pregnancy rates are much lower in most of western Europe than in the US, even though sexuality is much more open.

For pity's sakes, anybody old enough to be elected Mayor of Nowheresville must know that a marriage certificate is no protection against AIDS or other sexually transmitted diseases. Yet we get this utter crap from a Presidential wannabe?!
The '80s were quite prudish on sex, as far as official zeitgeist goes. This attitude also helped push aids underground until it couldn't be ignored anymore. Despite the more relaxed social climate, current teenage pregnancies are much lower than in the '80s. Guess what decade had a peak in teenage pregnancy? Yes, the '50s, mr Ron Paul's beloved youth. After all, pretending that people don't have sex works so well, doesn't it?
We have to go back to the 80s to find a rise in teenage sexual activity from the 70s I guess. Never mind the last two decades, we'll just imply it's logical to assume it continues to rise. Typical right-wing fearmongerling with fudged stats.
I'd love to see you yahoos cop to the fact that teenage pregnancy is highest in the Bible-belt where you ban or hinder sex-ed, don't have to go back 30 years for that statistic.

The 60's sexual revolution had far more to do with increasing sexual activity among teenagers than anything else, but now that that genie is out of the bottle you're not going to get him back in. But it's not like teenagers never had sex before then. It was just kept well-hidden, and if a girl got pregnant, she went away for a while to "go live with her aunt."
And if you'd even bother to look at statistics, teen pregnancy is lower now than it was during the 1950's, mainly because kids now know about and have access to contraception. Stupid fundies like this seem to believe that nobody would ever fuck if they hadn't been taught about condoms. You think a horny teenage boy is going to say, "I really want to have sex with you, but I can't because I don't have a condom."
