Do foreigners take up more space than natives, or what?
What constitutes foreigners, btw? People from the next town? From the neighboring country? From overseas? Darkies?
What happens on March 22nd, that makes this unnecessary?
Why do I get the distinct impression you categorize citizens of your own country as "foreigners" if you don't like their religion or ethnicity? Oh yeah, because it's the only thing that could possibly make this even more unjustifiably nonsensical.
If that crap about "compliance with local authorities" is remotely true you've got a serious problem on your hands and it's domestic.

You should realise since a certain 2008 Olympics that you'll get a lot more foreigners frequenting such places which are purveyors of a Western form of fast food.
Or have you forgotten that you'll be hosting a certain Winter Olympics in a few years time...?!

Last time I heard, o CPC: South Korea isn't part of China. So who are the 'foreigners' frequenting restaurants, diners, fast food outlets etc there as we speak...?!
If what you said about "local authorities" is true, then we should be putting "Chinese government" down. Not wanting to be arrested, cowardly though you may consider it, isn't fundie.
