This world may have been struck once by another planet, which created better conditions for life, but if we were hit by a planet once a month...a year...a thousand years...a million...a billion...there'd be no order. But that's no problem, because evey person and thing - assuming anything complex could develop in a place being destroyed by violence over and over - would be dead billions of times over again.
