I would like to most particularly note that the Enclave planned to release their modified FEV into the wasteland, because it would kill all the mutated people while leaving alone all of those that were pure.
I would also like to very most particularly note that they had an inoculation you could convince the doctor heading the FEV program to give you, and could also convince him to give to the Vault 13/Arroyo population.
And very most particularly notable, especially in light of that first note: all of the essential staff of the Enclave had already been given that inoculation. Even though pure humans were supposed to be susceptible.
But, then again, part of how you convince that doctor to inoculate you and the vault resident and descendants, was to convince him that mutation is in fact just a part of the survival mechanism of humanity itself, and that was really the whole point behind the story anyway. And the rest of the Enclave … they ignored it, because that wasn’t really their main concern, even if they really believed it was. Just like when you’re talking to people who think anyone even slightly different from them is clearly inferior and needs them to oversee their lives, they don’t really believe that even if they believe they do believe. They just believe everyone should worship them, basically.
