He also systematically undermined the ability of people to vote freely often directly tying those services as part of a political quid pro quo. He built and expanded with Cuban assistance the surveillance apparatus that has since embraced torture as a weapon of political intimidation. In order "pacify" crime he exchanged criminal impunity for political loyalty, any law enforcement who attempted to crack down on a prane or colectivo can tell you. Meanwhile he expanded on organized criminal activity in the military carving out sections of criminal economies to top military loyalists to keep them in his pocket. Now criminals ARE law enforcement and are empowered to act any way they see fit as long as they are loyal to the PSUV. And if you didn't want to play ball he'd use the army to steal the opponent's business or farm and redistribute it to "the people," actually no, to his cronies.
Meanwhile he stocked the national oil company with political hacks who actually caused the company to underperform despite the high oil prices of the period. And rather than setting aside the oil revenues or trying to diversify his economiy they slowly drowned out every other sector of the economy with oil. The subsidies were all based on oil prices over $100 a barrel, which was completely unsustainable. Of course they still had to pay all those debts they took out to cover their programs (and to line their pockets). So they turned to the printing press and their non politically independent central bank president said "printing money doesn't cause inflation."
@Indicible: their economy was wrecked in 2013 when bottom fell out. The sanctions that the Obama administration imposed were targeted to high level types involved in crime and human rights violations. So unless that small set of people represented a huge chunk of their GDP the sanctions DID NOT CAUSE THE CRISIS! The PDVSA sanctions only went into effect in 2019 well after hyperinflation set in.
Don't get me wrong I don't think that the US is handling the crisis well, but the Venezualan leadership aren't the victims here.
