Erosion is a product of weather, climate, and industrial pollutants. Deterioration is a result of refusal to maintain infrastructure and human well-being. Neither one has anything to do with the natives of a vast continent.
Big cities can implode upon themselves as they grow, this is ALWAYS because of stretching resources too far and unequalized distribution of resources in the infrastructure.
Cities WITHOUT Asian or large ethic populations collapse out for this reason. Detroit lost it's centralized motor industry dominance AFTER it grew enormous making other cities more desirable, not because of a large ethnic population, they were drawn in by the previous opportunities and left stranded upon them leaving.
If he's talking 'Chinatowns' I believe they're all vibrant today and a boon to many metropolises, like the 'little Italys' or 'Greektowns' that are a part of the charm and attraction of larger cities.

So we can kiss off Tokyo, Hong Kong, Singapore....? Oh it's only in AMERICA that cities erode? Perhaps that's because of the high population of Americans? Just a suggestion, mind you.
