No. One of the few downsides of the First Amendment is that Doom does technically have the right to post as much horrible genocide-advocating bullshit as he wants, as long as he doesn't try to actually act on it.

To clarify, this isn't specific enough to be considered incitement. If there's no threat of imminent lawless action it's protected speech. See Brandenburg v. Ohio

I doubt it, honestly. I'm assuming DoctorDoom is American, and Roma aren't a very prevalent demographic there, so antiziganism isn't really a thing there either.

So you're telling me that if the guy who murdered all those kids last xmas had posted on the internet that he intended to murder a bunch of kids then his 1st amendment rights would have prevented the law from actually doing anything about it until he actually did kill a bunch of kids?

That's not saying authorities don't watch people who use violent rhetoric, but you just can't be punished for using violent rhetoric. In your example someone had the intent to kill children and said he would do so. It would be an even more credible threat if they specified which children or what school. But a generic threat like "exterminate black people" or even "murder school children" isn't enough for an incitement charge.
