Exactly why it would still be a prescription provided only after a doctors visit and in cases of rape, to the victim. Any adult male even requesting it should redlight an investigation.
Women have to be 18 at least to be able to obtain The Pill.
And physicians by law can only prescribe the Morning After Pill to those 18 or over.
