OR... maybe it's because when we first EVOLVED into what we are today, humans didn't live past the age of 20ish, so having a baby at 12 was normal. Back when life was very different, and survival for yourself and your species was a struggle, and your main focus.
Now it would be physically and emotionally scarring for both the mother and the child, since most mothers that young have a lot of complications.

Most people don't have a sexual interest in children and are generally appalled at the thought of causing such harm to a child. As for girls reaching puberty, yes they can technically have a baby at age 12 but there's a high chance that the pregnancy is going to be very difficult, leave mental scars and the baby's likely to have physical and/or mental disabilities. I don't think your God intended young girls to have children if those are the consequences (also, getting pregnant at that age can have serious permanent results what with the fact that the energy and nutrients that should be fueling her adolescence is being diverted for the pregnancy).

A pregnancy is definitely more harmful than touching a person on the head. Millions of women die each years of complications arising from pregnancies and childbirths. Very few women die from being touched on the head. (Depends on how hard you "touch", of course.)
Shouldn't the mother be mature enough to TAKE CARE of and bring up the baby when it's born? Being a mother takes more than pushing a melon through a hole the size of a walnut. And the child is not ready to take care of itself once it's born, so the mother need to be able to survive the childbirth.
