My question is how do long-agers rationalize dino-bones (including dino meat) laying on top of the ground so that American Indians and other ancients could find them and use them for tools. According to evo theory, 120 million year old bones should be way down below the surface.

That's just it the fossil record is gradual, if creation was right and the flood caused all/most fossils you would expect to find dinosaurs with mammoths with humans with cows with dogs, sabortooth tigers, kangaroos, pandas, crocs, sloths, and so on. You don't find that.

Even if that were true (which it isn't), we have found quite a few more fossils than the ones known to Darwin over 150 years ago.

My guess is that he means punctuated equilibrium. Basically the idea that populations will remain constant for a long time until some type of evolutionary pressure comes along and forces them to change rapidly or die out. Of course, the fact that the idea was developed by real biologists based on their observations of the fossil record is an irony that seems to be lost on this chump.

What Fossuil record? The one that exists. It has on average, one fossilisation event per species, so it's admittedly still quite sketchy, but that's the one we mean.
Why are some fossils near the surface?
Erosion.
