Yes, banning people from even so much as TALKING about homosexuality is a perfectly rational course of action.

Because forcing the act of homosexuality underground was so good for public health last time it happened...you realize that STD rates drop considerably when people not shamed into quickies in public restrooms and such, right?

Homosexual behavior is just as risky as drug abuse.

I think the Russian government is right to be concerned with propaganda on teenagers who are at the age of struggling through sexual identity issue...
...by stifling anything that might help HOMOSEXUAL teenagers realize they are anything other than freaks with no one to talk to. Yeah, I see a positive outcome from that plan of action...
...and we should help to channel these urges in productive behavior.
