Most of the time I was in, they would offer early-outs for rates that were overmanned. Some, rates with ATROCIOUS promotion chances, would say, “Anyone who joined after 1975 but before 1985 can get out tomorrow.”
Some would be more limited. “Any C3 Missile Tech with less than 14.5 years in, hasn’t gone to C4 school, served on the East Coast, drives a blue pickup, and talks with a slight Cajun accent…”
I can imagine that someone would offer early outs to ‘white’ troops, but it’s still voluntary. No one has to go.
