After the collapse of the USSR, one of said former Soviet states was given developmental aid by another country. It was because of a centuries-old edict: 'Look after these people, and you will reap the benefits in the future', as that country's leader said centuries ago.
It was because of a certain section of that country's community being protected that said country received developmental aid from another country.
Said aid-supplying country being Israel.
The country Israel supplied that developmental aid to being Azerbaijan; which then - as it was centuries ago - is the only other country, apart from Iran, that is mainly Shia Muslim.
Jews not being oppressed, brutalised and killed by the not racist apartheid Muslim state of Azerbaijan.
Ergo, they having full diplomatic relations with Israel. As does the Muslim state of Jordan.
