Was that one of the inspirations used by "KG"'s creator, character designer & director, Keiji Gotoh? Whilst it's acknowledged as the 'Spiritual Successor' of "Dirty Pair", it wouldn't surprise me if the Gotohmeisted had thought of that. Anyhoo...
Well, the one who did said 'resurrections' of ES-Members (ability-users) & enforcers of GOTT (and effectively the tools of the GU - the elite 'Nouvlesse'), Director Eclipse (via her G-class abilty 'Kvant' or 'Quantum') took orders from said Nouvlesse (via the GU).
And as said ES-Members (with their 'abilities'; example: Alv & Dvergr, who - with their S-class ability 'Absorb', could assimilate any & all forms of matter & energy; even a planet-destroying 'Geo-Sorter' bomb) had, in some cases, almost god-like abilities, then it was in GOTT's best interests to keep alive these hyper-rare people - which is one of the scenario's main themes: Immortality without 'spiritual salvation' - as seen through the eyes of the anime's central character Eclair.
...indeed, in the prologue of the first episode of the 2009 sequel series "Kiddy Girl-and", it's Eclair & her compatriot Lumiere who, via their emergent G-class abilities, via localised suspension of time, stop a planetary explosion which threatens the entire universe, infinitely worse than a mere supernova.
