Hmmm... these are the EU directives #666 for the last 8 years:
- Commission Regulation (EC) No 666/2000 of 30 March 2000 fixing the export refunds on cereals and on wheat or rye flour, groats and meal

- Commission Regulation (EC) No 666/2003 of 11 April 2003 provisionally authorising the use of certain micro-organisms in feedingstuffs (Text with EEA relevance)
- Commission Regulation (EC) No 666/2004 of 7 April 2004 providing for the rejection of applications for export licences in relation to certain processed products and cereal-based compound feedingstuffs
- Commission Regulation (EC) No 666/2005 of 28 April 2005 fixing production refunds on cereals
- Commission Regulation (EC) No 666/2006 of 28 April 2006 fixing the corrective amount applicable to the refund on cereals
- Commission Regulation (EC) No 666/2007 of 14 June 2007 amending the rates of refunds applicable to certain products from the sugar sector exported in the form of goods not covered by Annex I to the Treaty
- Council Regulation (EC) No 666/2008 of 15 July 2008 amending Regulation (EC) No 889/2005 imposing certain restrictive measures in respect of the Democratic Republic of the Congo
So which one of these are you referring to? Unless there's a clear and immanent threat involving the deployment of split peas and cereals I don't think you really researched it all that well. Hmmm?
Confused?
