Also, there's a difference between a regime that forces atheism on all its citizens, like some communist states did, and a secular government which simply keeps religion out of politics.
State mandated atheism is equivalent to a theocracy. A secular government (which will usually consist of mostly atheists and moderate whatever-religionists) on the other hand is the only solution that's fair for all imo.

I give you the Nordic countries.
Who just happen to be some of the most secular, free, and prosperous.
Haiti, Somalia, Afghanistan, East Timor, Sierra Leone... nope, still nothing.
The only states with an officially atheistic ideology are China, Vietnam, North Korea, Laos and Cuba. Of those, Cuba invites the Pope every few years, North Korea has a disturbing personality cult, Vietnam and Laos do nothing to hinder or persecute monks or reduce superstition, and China is faring quite well.
Where ARE these atheist regimes? So thirsty for the bounty, the beneficence and wisdom of theocratic rule? So needful of the liberty and peace which can only come from the wonderful Abrahamic religions?
Why, everyone is happy and free in a theocracy!

As for downtrodden countries, try Nigeria, Iran, Iraq, Yemen, Somalia - all religious.
For atheist (or largely secular humanist) countries, we have France, Sweden, Norway, Germany, Denmark, Holland. Hardly downtrodden.
Get your facts straight.
It's so nice to know that Franco's Spain, Salazar's Portugal, Pinochet's Chile, Iran, Saudi Arabia, Syria, etc., were never downtrodden. I was so worried they might have been.
So how do you explain Norway. Very secular nation. Few are religious, lots of Atheists....Very stable, peaceful, prosperous, free & Liberal nation that's basically #1 in just about everything.
You may have a point with China, Cuba & the now defunct Soviet Union, but it wasn't atheism, but totalitarian scum in charge that made those places crap. China still has Buddhists, Confucians & Taoists. Cuba still has Roman Catholics & Afro-Carribean faiths & the old Soviet Countries have their share of East Orthodox Christians, Jews, Muslims, Innuit-like Animists & Tantric/Tibetan/Vajrayana Buddhists.
And they might even share a border.
Afganistan, Burundi, and Chad, are all ruled by religious regimes.
Same for Saudi Arabia, Iran, Uganda, Nigeria, Ruanda, Etria, Somalia, Haiti, The Philipines, etc etc....
Like the downtrodden countries in Africa? No, they seem to be pretty religious, whether Christian or Muslim.
Like Haiti? No, last I heard they're 80-some odd percent Catholic.
Like Iran/Saudi Arabia types? No, they're Muslim and a little too serious about it.
Like North Korea? Possibly, well, no. They worship (or did worship) dictator Kim Jong Il.
Like China or Russia? Well, maybe. Then again their problems stem from communism and statism, not atheism per se. Atheism is simply lack of belief in a god.
