Oh, sounds like the left is going to start bashing incarcerations rates in the US again.
Granted some laws are just stupid, let's take a look at some of the reasons one might be in a federal prison for example:
Banking and Insurance, Counterfeit, Embezzlement
Burglary, Larceny, Property Offenses
Continuing Criminal Enterprise
Courts or Corrections (I have no idea what this is but it's only 0.4%)
Drug Offenses (46.4% - a rather high number but then again selling drugs isn't ethical either, so don't cry for them too much)
Extortion, Fraud, Bribery
Homicide, Aggravated Assault, and Kidnapping Offenses
Immigration
Miscellaneous (0.8% - I have no idea what this is but even if you were to release everyone in this category you wouldn't make a dent in the incarceration rates)
National Security
Robbery
Sex Offenses (i.e. rape, sexual assault)
Weapons, Explosives, Arson
While I will admit that I don't understand what 1% of these people actually did, sounds like the others deserve what's coming to them. I'm not exactly fond of criminalizing the drug trade, but I don't weep for them either since they're spreading poison knowingly and taking advantage of people.
And yes the US has a lot of crime, most other countries around the world have it even worse though, with countries like Venezuela or Honduras having murder rates 10-15 times HIGHER than the US. Lower incarceration rates then would suggest that more people are "getting away with it", not that their system is working.
