He should order NASA, the CIA, and other space agencies to release all of the data they have pertaining to secret space projects and declassify all treaties made with off-planet civilizations.

That could be a big problem for all those who would become implicated in the decades-long coverup. Reveal something, and a lot of government people (past and present) are suddenly in the spotlight, including presidents and military chiefs.

A secret space program? How, where? In CERN where many other countries are doing research too, or in the International Space Station, where there is also many countries present?
Besides, you can foster the expansion of human knowledge without doing the expansion yourself.

Yes, the US government conducts classified activities in space. That's not exactly a secret. We've been doing it for decades. Spy satellites can be quite useful at times. The fact that NASA conducts space missions does not in any way prevent other agencies from performing space missions if those activities further the agencies' mission.

It's the E.T.s themselves in charge of the coverups; they're smarter than us, and waaaay smarter than our politicians.
You see, this is a common misconception. The secret space program is actually operated not by the CIA but rather by the US Air Force out of the Cheyenne mountain facility, where they use a wormhole generating device to travel to other planets where they've been battling an alien race that ancient Egyptians used to worship as their gods.
