Isa 47:2-3 Take the millstones, and grind meal: uncover thy locks, make bare the leg, uncover the thigh, pass over the rivers. (3) Thy nakedness shall be uncovered, yea, thy shame shall be seen: I will take vengeance, and I will not meet thee as a man.
in this passage, 'nakedness' is defined as making bare the thigh. That is anything above the knee. So, based on that standard, compared to modern clothes, some shorts are ok, some clearly are not!

This passage has nothing to do with describing what is naked, certainly not shorts that expose the thigh. We find this in Isaiah, in the self-same OT that xtians claim no longer binds ergo, this description of the humiliation of Babylon has no bearing on today.

The passage is metaphorical. It's not referring to a woman, but to Babylon. It is saying that proud Babylon will be reduced to slavery, doing manual labor and being humiliated (as a woman in those days would have been if she were forced to walk around with her head and legs uncovered).
