She is attacking atheism.
The particular argument is just one example, but what she means to say is that there are people who don’t believe in God or Hell. But since prayer is real (to her), then the stated argument just cannot be the actual motive.
Rather:
“when what they really mean is, “I don’t care if she’s young enough to be my daughter, I’m going to nail her in a heartbeat if I get the chance.””
Whatever reason the atheists SAYS he has to reject god and hell, he’s ACTUALLY jimmying up an excuse to behave without morals. Because no one will judge him, and he will not face eternal icky pain in the unending flames.

So, never mind that there’s no evidence of God or Hell, and no decent arguments, and no reason to believe in either, the ONLY reason I could be an atheist would be to have, for example, the perverted sex and fear no consequences.

So, the influence of family made you moral, independence made you a sinner, until you figured out that you needed religion.
