No, the movement was largely in Europe and Darwin was against it. He felt that human intervention reduced diversity in a species and made it more susceptible to extinction. As far as I can tell, Obama wants nothing to do with Eugenics.
By the way, I`m sure the thousands of Americans with chronic diseases and who`ve suffered crippling accidents but can`t afford the medical assistance they need would LOVE for Obama to go through with his health care reform.

Stem cell researchers are working to find a cure for things like Alzheimer's, ALS, Parkinson's, Huntington's, stroke, which are all horrible degenerating diseases. Stem cell research is trying to HELP humans, to cure sick people, or at least to heighten their quality of life. Not to kill them.
There is no Master Race. All "races" have good qualities and bad qualities. If you live in Sub-Saharan Africa it's better to have dark skin, if you live in the north of Sweden, it's better to have light skin. A dark-skinned person in Lapland will not absorb enough sunlight to make the liver produce enough Vitamin-D. A light-skinned person in Mali must protect her skin very thoroughly or she will get melanoma cancer.
Progressive doctors will not bring you Eugenics. Reactionary doctors might, the ones who think that poor people are poor because they deserve it. From there it's an easy step to "some humans are more valuable than others", and from there to "let's get rid of the less valuable" it's just a tiny babystep.
There will always be a few "mad" scientists, coming to frightening conclusions. Thats why there's always some kind of ethical board at research hospitals.

President Obama is merely reversing eight years of Dark Ages policy-making by George Dumbya Bush. Just because your previous God Emperor of Fucking Up banned Stem-Cell research, didn't mean it was stopped everywhere else, you know. China and Cuba were (and still are) in the forefront of such research (because they don't allow something as stupid as religious doctrine to prevent their advancements in medical science). And a couple of years ago, the Parliament here in the UK voted to reject a ban on Stem Cell research.

-Evolution relies on natural selection. Eugenics is artificial selection, which means it's genetic engineering, not evolution. The idea with eugenics is to select people WE want to live, not that are actually more fit to live.
-Stem cell research is about preserving lives, not ending them. We're trying to eliminate disorders like Parkinson's and Alzheimers, alleviate some genetic disorders, and repair damaged spinal cord nerves so paralyzed people can walk again. It's the EXACT OPPOSITE of eugenics.
-Eugenics is and always has been bullshit. It's entire basis is on a faulty understanding of genetics. No one who has any brain in his head will ever advocate it, and that includes Obama.
-You, sir, need extreme psychiatric help. I'm not sure how that differs from regular psychiatric help, but the regular stuff won't get through that mess that is you.
