Oh, you want to talk about expensive? How about Trump's ridiculous wall, or his shutdown, or his frequent golfing vacations (that he swore he'd never do), or any of his other inane impulses? How about we cut budget on that, and stop bullying transgender people, and the problem will fix itself?
It is understandable that transgendered people who've begun hormone treatment do have greater medical costs and also worries that the DoD just really does not want to deal with. So say that you don't want to spend the additional cost not only of that treatment, but also having to keep up with interactions, and this is actually understandable. But so often it's a moral or semi-moral issue that's made. Then there's also this, that tries to make a bigger issue of the transgender matter rather than the suicide matter.
Guess what? A soldier/sailor with suicidal tendencies that don't find relief after several weeks is getting discharged. Benefit of the doubt shows that DoD does this because relieving them of their duties can also relieve a great deal of stress, and give the person the opportunity to get into an inpatient program to help with their suicidal thoughts, along with whatever may be connected with them. Less benefit of the doubt is that discharged service members who commit suicide weeks after discharge go into a different statistic, so at least they can report not having extremely high suicide rates among active service members.
So frankly, yes, someone who has hormones or surgery that creates medical complications probably should not be in service. People who haven't begun transition who find it difficult to match their gender identity with the genitalia, leave them alone because the most you can say is they're confused. If you're not confused, then you're not thinking about it.

But.
I'm not entirely sure that you understand trans people. Also, plenty of people who haven't begun transitioning (say, due to finances, or not falling on the gender binary, or being unwilling to deal with the hormones) are far from "confused." Myself, for instance - and no, that doesn't mean I'm not thinking about it.
Transgender people who are treated with respect are not suicidal.
Assholes like you and your prejudice and persecution is what makes people suicidal.
