Sometimes God lets the righteous/innocent die or get hurt so that his punishments can come upon the wicked. If God were to not let the people on the plane die, the hijackers wouldn't have hijacked the plane and crahsed it etc. Thus God wouldn't have been able to send them to *hell because they didn't do anything bad.
