I wouldn't be surprised if that were real.
Thing is, though, patents are often granted for things which are theoretically sound, as of the time they were filed, but have yet to be proven to work, or be practical if does.
It turns out that futzing around with the ionosphere is too unpredictable and takes up far too much power to have even a trivial effect to be used as weather control, let alone a weapon.
