It's the weather. The animals don't like the cold, their African DNA isn't suited to running around outside in the cold. Now that the warm weather is here you can expect the packs to be roaming again. Crime in Chicago won't start falling until the left stops telling blacks that wealthy white people are to blame for their lousy prospects. If the left would explain that these mopes are poor because they dropped out of school or are 20 years old with 4 kids from 3 different absent fathers then the causes can start to be addressed. I guess it's much easier to blame the white guy who then becomes the target.

Of course if concealed carry becomes legal and some culling of the packs occurs, that would work also
