Poverty has wide reaching effects such as malnutrition (which can hamper the development of the growing brain), a lack of education in the parents (which can lead to under-stimulation of younger children, seeing as with a lack of education, parents work longer to earn money and have less time to spend with their children to teach them things when they are very young, etc.). Raw brain power means nothing if it's not developed and nurtured, only in the rarest of cases do brilliant people come out of extremely impoverished families.
Poverty, which effects I.Q., has a much higher chance of being inherited(when you have nothing to pass on, you have nothing to leave to your children. A good education at home and at school doesn't pay for itself), than I.Q. itself.

Let's look at the second amendment: "A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed." Where does it say the government has to keep it's citizens in line by satisfying them? It only says citizens have the right to bear arms, it never specifies WHICH arms could be used.
