The "teenage boy" was also prosecuted, which indicates that he was legally adult. It was an acquaintance of Mr. Murray that was stealing from Turing, not Mr. Murray himself. There would still have been trouble, as homosexual acts were illegal, regardless of ages of the participants.

Chemical castration is almost always involuntary, the "treatment" to prepare for "genital mutilation" is consensual because the person being "treated" wants it. Simple as that.

Because for some reason, the States have two ages of majority. 18 is when you get all the duties beaped on you, like service and voting, and then 21, when you get the fun stuff. Basically, the guy was old enough to send off to die, but not old enough to consent to a sexual relationship. Never mind that those years would be irrelevant if it was a woman...
