The axis is tilted right now. The axis moves around in a circle very, very slowly. It’s near but not on the polar north pole. We can measure this very precisely and submarines use the exact latitude and longitude of the axial pole to target the warheads.
It’s a lot more complicated than you seem to think it is, with a lot less room, or need, for god to futz around with it.
