Pull up your pants.: agreed
Learn to speak English.: most blacks already speak English (having an accent or some slang is still speaking English), blacks don't actually speak in the ridiculous Ebonics you think they do
Make sure you're married to your "baby mama".: although a two parent household is ideal, lacking an officially recognized marriage would probably not adversely effect a child's upbringing
Get a job. ( No rapper, player, and drug dealer don't count): unfortunately the job market is still in pretty bad shape, and actually rapper does count
Pay your bills.: many black people try their best, the minimum wage is too low in the US and as a result some black people are literally making less than is necessary to pay even the most meager bills
Be too proud for welfare.: no, welfare is there to help people who fall on hard times, if you need to use it that's fine, the problem is that some people (black and white) scam the system. The job market is also in really bad shape which puts more people on welfare (hopefully Trump will renegotiate NAFTA and do infrastructure spending like he promised).
Treat people with respect and see how much you get back.: agreed although this can apply to many whites as well
Realize black lives don't matter anymore than any other lives.: realize that the black nationalists who have taken over BLM do not represent all black people
Learn what giving back means.
Don't bite the hand that feeds you just because it's white.
Commit to raising your children. They NEED a Dad.: agreed, this is actually a big problem in the black community
Stop using the N word.: I don't think this would actually change much
Start using Sir and Ma'am.: sir or ma'am are only used when addressing people in a position of authority over you, if you think all blacks should address you this way that says a lot about your mindset
Give tips at restaurants.: agreed
Realize no one owes you anything.
Be thankful for what you have.
