Rights are man made not God given.
Personally I think we need far less "rights", more accountability and discipline. A benevolent scientific rule would be preferable to this farce we call "freedom" and "democracy". Have scientists and other very high IQ, genius level people, lead us to a brighter future.
Note that the DOI isn't law, and doesn't name the creator they allude to.
So it's still up to the govt. To identify the rights we do and do not have....
Wait a minute, if God can take rights away, then they're not really "unalienable rights," are they? They're privileges granted temporarily.

So everyone has unalienable rights, and this fact is self evident. Okay. That means that the mother who is intercepted at the border with her toddler has as much right to life, liberty and the pursuit of happiness as every American citizen because the Declaration of Independence is a statement of our values. It does NOT say that these rights apply to Americans only. It says they apply to all because all men are created equal. All.
So for that matter, she presumably also has the right to peaceably assemble, to enjoy free speech, to be free from forced self-incrimination, to have an attorney present during questioning -- not because these are in the Declaration of Independence (they are part of the Constitution) but because the Constitution is based on our values every bit as much as the Declaration of Independence.

That is an interesting question. We'd have to uphold meritocratic values.
Psychology and psychiatry can also help us identify psychopathic personalities. Those people would be kept well away from power even if they are smart. They can still be productive, but only under strict lifetime supervision and well away from leadership positions. Even lower scale managerial positions involving authority over just 5 people. No way they are getting anywhere near world power.
Anything to keep the dreaded gays from being treated with equality.
