Opposition legal affairs spokesman George Brandis warned if rights such as the right to found a family were enshrined in a charter, as recommended by the committee, this could allow the courts to shape laws on issues such as gay marriage and adoption.

Senator Brandis, who also met the church leaders to hear their concerns, said such issues should be resolved directly by parliament and not via the "elliptical way" of expanding court powers.

"The agenda of the human rights lobby in Australia is a secular agenda and that fact has been somewhat masked by the fact the chairman of the government's human rights consultation committee is himself a priest," Senator Brandis said.

"It's a Trojan horse for the secular leftist human rights agenda."

AN Azeri immigrant in Russia's northern city of Saint Petersburg has been charged with hiring hit men to kill his 21-year-old daughter for wearing a mini-skirt, police said today.

The man's arrest follows the detention last week of two other citizens of Azerbaijan, a majority Muslim state in the Caucasus, who confessed to murdering the girl, a university medical student.

“They admitted to being paid 100,000 rubles ($4140) by the girl's father. They said he wanted to punish his daughter for flouting national traditions and wearing a mini-skirt,” a police source told said today.

The girl was abducted on the street in Russia's second city on March 8, taken to the outskirts of Saint Petersburg and then shot twice in the head, the source said.

Russia has experienced a revival of conservative religious tradition since the fall of the Soviet Union both within its Russian Orthodox and large Muslim communities.

The Saint Petersburg Mosque – the largest and northernmost in Europe when it was built in 1913 – now counts mostly migrants from ex-Soviet Azerbaijan among its worshippers.

A Woman suspected of recruiting more than 80 female suicide bombers has confessed to organising their rapes so she could later convince them that martyrdom was the only way to escape the shame.

Samira Jassam, 51, was arrested by Iraqi police and confessed to recruiting the women and orchestrating dozens of attacks.

In a video confession, she explained how she had mentally prepared the women for martyrdom operations, passed them on to terrorists who provided explosives, and then took the bombers to their targets.

"We arrested Samira Jassim, known as 'Um al-Mumenin', the mother of the believers, who was responsible for recruiting 80 women'', Major General Qassim Atta said.

"She confessed her responsibility for these actions, and she confirmed that 28 attempts had been made in one of the terrorists' strongholds,'' he said.

Samira Jassim was arrested on January 21. She is allegedly linked to the Ansar al-Sunnah insurgent group.

Two of the attacks for which Samira Jassim admitted responsibility in the video confession took place in Diyala province, in central Iraq, which is considered one of the most dangerous areas of the country.

The Associated Press reports US military figures indicate at least 36 female suicide bombers attempted or carried out 32 attacks last year. Women are often allowed through military checkpoints without being searched, making it easier for them to hide explosives under their traditional robes.

Hardline Indonesian Muslim cleric Abu Bakar Bashir, who was jailed for his role in the deadly 2002 Bali attacks, says scantily clad women on television are more dangerous than bombs.

"If one is asked which one is more dangerous, naked women or the Bali bomb, the answer is certainly the women with such revealing clothing," he said. A report on the state-run Antara news agency quoted Bashir warning that watching such women on television could destroy the faith of a believer.

He said he was perplexed by TV channels airing programs with women in skimpy outfits "and not programs that are blessed by Allah, such as the activities of prayer groups".

Bashir, 68, was released in June after serving more than two years for his role in the Bali blasts, which killed 202 people, including 88 Australians.

Ms Vale argued that retaining the Parliament's powers would stop Australia from aborting itself out of existence and ultimately becoming a Muslim nation.

"I've actually read in The Daily Telegraph where a certain imam from the Lakemba mosque actually said that Australia's going to be a Muslim nation in 50 years' time," she said.

"I didn't believe him at the time, but you know when you actually look at the birth rates and when you look at the fact that we are aborting ourselves almost out of existence by 100,000 abortions every year and that's on a guesstimate.

"You multiply that by 50 years – that's five million potential Australians we won't have here."
