The president can't give permission to violate other human beings.
A lot of people that are raped (men and women) go into frozen fright. No screaming or punching, just shut-off, focusing on survival. Which is why it's not just a question of a "NO!", but a lack of an enthusiastic "YES!", when judging whether it's a rape or not.
