No, my confused friend: Pope Ratzi's claims are pretty fucktarded, but they're a bit more sophisticated than "condoms spread AIDS"; he basically claims that condoms provide a sense of absolute security, causing increased promiscuity which in turn means more opportunities for contamination through condom failure.
Of course, the whole thing falls apart as soon as you examinate it a bit seriously: history shows that fear of pregnancy or STD never managed to force everybody into strict monogamy or outright abstinence. Conversely, removing/reducing the fears and stigma about sex didn't turn every member of society into raging party-beasts. It takes a bit more than giving a box of condoms to an asexual monk to make him start screwing everything in sight like a swinger bunny on Viagra, and taking away a sex-addict's condoms will most likely lead him to (eventually) sacrifice safety rather than give up sex.
Anyway, every sane, competent expert or condoms-manufacturer will warn you that there is always a (slight) risk. The thing is, if you use the condoms properly that risk is (IIRC) a fraction of a percent. Most cases of condom-failure happen because of improper use; this is an issue of user error, not of flawed product: in computers terms, a classic case of PEBCAK. (note that an improperly used condom is still better/safer than no condom at all, and that not all condom failures result in automatic pregnancy/STD-infection. Sounds evident enough, but evidently for some panicky morons it isn't)
To sum this up, no condoms doesn't lead to no sex, and it is ignorance, stupidity and carelessness that spread AIDS, not condoms.

Except for telling people to just not have sex. While abstinence is 100% effective, it's not used all that often because (duh!) people want to have sex. You just can't control people's sexuality, even though you fundies always try.
