Too many of the wrong people are having kids is the issue.

In Germany I recall in last few years someone proposed a big tax credit encouraging native born college educated full time employed German's to have kids.

Issue is with the EC unemployed folks and deadbeats with no jobs are flocking to Germany and having kids that go right on welfare. The issue in Germany is so severe that white native born Germans are only producing like 1.3 kids from every two people. This means within 200 years they will be no Germans left in Germany and Germany will be a welfare state of uneducated immigrants on welfare with no working class to support them in other words a third world nation.
