Good and evil as adjectives are real concepts. Good and evil as nouns, however, do not exist.
Evil/good are set by the standards we humans created. In the greater scheme of things, no, there is no "good and evil", but in our human worldview, they're quite real. Not believing in god isn't going to change that.

God only serves as a standard for good and evil from God's own perspective. Unfortunately, this means that, although they exist, they are terms that are utterly worthless from a human vantage point, as we cannot possibly know what an infinitely wise deity's perspective on such a matter could possibly be.
Of course, without God, you can still believe in relative good and evil. They are far from perfect or consistent, but you can a get amount of agreement from it, just from gut instincts, logic, and the good ol' fashioned human conscience.

Good and Evil are subjective concepts, but as a general rule, whatever benefits society is good. Whatever adversely affects society is evil. It's really quite a simple concept, not rocket science at all, and I didn't even have to mention god or evolution.

Alternatively, your syntax implies a singular thing that is both good and evil.
If you tried to shoehorn your god into that argument, you just admitted that your god finds it good to be evil. So if you're such a bible queer, you can not logically distinguish good from evil.
My standard is that a thing is evil in respect of something if it is contrary to that thing's survival.
This is the same standard that all countries and cultures have used, though they didn't have the scientific basis to appreciate that fact. The full story is pretty well documented in most sociological texts; I particularly reccomend Marvin Harris.

I can believe in evil as ‘our term for threats to the gene pool’ or ‘unnecessary harm to members of our gene pool’ or ‘pretty much anything that Bonespurs says he wants’ without a single reference to any of the gods men have invented over the years. You need to be specific on the question.
