When the lights go out and there is no longer any reason to fear police, what will atheists do? What will they not do? What is the rational reason to not take what you want, kill those who try to prevent, and otherwise just do anything that comes to mind?

Unlike you, who apparently needs an imaginary surveillance camera in the sky to behave, I do the right thing because it IS the right thing.
Gee, what happened in godless New York City when all the lights were out for a few days a while back? Things were pretty quiet, people helped each other out and there was very little trouble.

All of these are true, and fear of a fairy tale God is not needed to see it.
It's funny how most of the survivalists you see out there are very radical Christians as well as the sort of people who'd jack you up without a second thought for a bag of powdered eggs. I mean, there are a few atheists who are professed gun nuts (Eric Raymond is vocally so), but generally most of them don't strike me as being quite as nuts as the right-wing survivalists.
Fore some reason, I can more easily picture fundies going mad and killing a lot of people if law enforcement ever ceased to exist. Think of all the gays, abortion doctors and non believers and what you could do to them...!

As to what atheists will do "when the lights go out"? Show the same empathy, compassion and self-sacrifice that are a common feature of all the great apes, I would hope!

Are you talking about a lack of civilization and no reason to fear any sort of official consequences? That’s a bit more than just fearing someone will call the cops.
There are also social stigmas, and being ostracized, and feeling guilt.
We are cooperative animals and evolved to work in groups. Morality is something we came up with so that we can live in big groups, and make cities.
I do not need to believe in any gods to see that an orderly civilization is in my best interests, as well as everyone else’s.

As above. Living a moral life is much better for everyone than being as nihilistic as most Christains predict they’d be without god.
